Bluffton Prioritizing Permits for Tropical Storm Debby Recovery

The Town of Bluffton is streamlining processes and prioritizing permits required for storm recovery from the recent Tropical storm Debby. There will be no permit charges for homeowners requiring immediate repairs in the aftermath of the storm that battered the town on August 5. The town’s staff stands ready to assist homeowners who need emergency permits for repairs or to document the damage.

Importance of Documenting Damage

Chief Building Official Rob Currall emphasized the importance of documenting storm damage. According to Currall, this is crucial in supporting future insurance claims. This practice is akin to documenting a car insurance claim in situations where the property may experience repeated weather incidents with comparable damage.

Key Guidelines for Emergency Permitting

  • Permits Not Required: Removal of debris or minor repairs to prevent further property damage or personal injury do not require permits. Additionally, replacing items with “like for like” due to storm damage does not necessitate a permit. Minor water leak repairs not involving structural, mechanical or electrical systems also do not require a permit.
  • No Charge for Emergency Permits: The town will not charge any fee for issuing emergency permits.
  • Duration of Emergency Permitting: Emergency permitting will be in effect for 30 business days and may be extended as necessary by the Town.

Particular Focus on High-Risk Areas and Historic District

Residents living close to a Highway Corridor (which includes Hwy. 46, 170, 278, or May River Road) or in the Bluffton Historic District must provide pre-disaster photographs while applying for a permit. It is important to be aware that specific rules, regulations, and codes apply to repairs in these areas, especially the Historic District.

Dealing with Structural Damage

In the event of structural damage to properties, homeowners are encouraged to bring photographs of the damage for assessment. Every case will be reviewed individually to ascertain the best assistance provided.
