Bluffton Community Faces Changes in Hospital Plans

Bluffton is buzzing with news as Beaufort Memorial Hospital has officially decided to pull the plug on its plans to build a 20-bed acute-care hospital in the area. This decision comes after more than six years of trying to get this facility off the ground, during which various legal hurdles and local opposition delayed progress. As of now, Beaufort Memorial Hospital has dropped its state license application, marking the end of an arduous battle.

What Changed?

Initially launched back in 2018, the idea to erect this new hospital stemmed from the belief that there was a real need for additional medical facilities in Bluffton. Then, following state health department approval, plans were set in motion, but it wasn’t long before the local medical scene began voicing concerns.

Hospitals in Hilton Head and Hardeeville, as well as Candler Hospital in Savannah, raised eyebrows about whether this new facility was truly necessary, questioning both its financial viability and the actual medical needs of the growing population in the area.

These challenges led to lengthy legal battles that included appeals and rulings, which only added to Beaufort Memorial’s frustrations. Recent changes in South Carolina law have altered the landscape somewhat, with Governor Henry McMaster signing a bill that repealed the hospital certification requirement, a decision that ultimately led to the withdrawal of the legal challenges against the proposed project.

Looking Ahead

So, what’s next for Beaufort Memorial? Instead of continuing to pursue the hospital, CEO Russell Baxley mentioned plans to construct a medical office building that could eventually incorporate a freestanding emergency department, an ambulatory surgery center, and more. This new direction appears to be more suited to meet the current demands of the community.

Interestingly, in the backdrop of this development, the Southern Lowcountry is witnessing growth. A report from the state health department highlighted that while Beaufort County had 11 more staffed hospital beds than it technically needed, the population is expanding faster than anticipated. When these plans first emerged in 2018, the area needed 33 additional beds to keep up with the community’s needs. It seems like this new wave of population growth is changing the narrative.

Financing the Future

To fund the medical office project, Beaufort Memorial is looking at bonds totaling up to $120 million. This financing method is seen as more favorable than collaborating with a developer due to lower borrowing rates currently available.

Baxley indicated that Beaufort Memorial had hoped to begin construction by January, emphasizing that fighting the existing lawsuit would lead to considerable delays. During a recent ceremony announcing an expansion of the hospital’s Surgical Pavilion, he expressed optimism that the shift in focus would be beneficial for the hospital as well as residents of Bluffton.

The Competitive Landscape

Interestingly enough, not too far from the proposed Beaufort Memorial site, another healthcare player—Novant Health—is planning to build a $10.7 million freestanding emergency department. This location is just a mile away from where Beaufort Memorial was set to open its facility. Given the ongoing population boom and changing healthcare needs, it will be interesting to see how these two providers can coexist and serve the Bluffton community.
