BLUFFTON — In a decision that has stirred mixed emotions among residents, town officials have given the green light to a significant annexation that is set to change the landscape of Bluffton. The Town Council completed the absorption of approximately 65 acres of land during a packed meeting on November 12, 2024, marking a pivotal step in local development.
While some are looking forward to the changes, many residents are filled with apprehension. The presence of adjacent road Project 5B, which aims to link Buck Island Road to Innovation Drive, has raised concerns among locals. The project, approved by taxpayers back in 2006, has faced significant backlash due to fears that it would bring more traffic, facilitate further developments, and disrupt beloved neighborhoods.
One local resident expressed the views of many when he passionately remarked during public comment, “We don’t need more buildings. We don’t need more shopping centers. We have plenty of that.” He went on to call for a building moratorium, allowing exceptions for necessary infrastructures like hospitals, which are tied to Reed’s planned development.
The Town Council, however, remained firm through this emotional debate. Mayor Larry Toomer sought to reassure worried citizens by stating, “This annexation has nothing to do with 5B.” He shared that the Council had listened to residents during his campaign and was committed to fulfilling their desires for less residential development, better roads, and increased medical facilities.
The room was filled with residents eager to share their concerns, and applause echoed throughout the chamber as fellow attendees voiced their apprehensions about looming road projects. Town council members made sizeable efforts from the dais to clarify that this annexation shouldn’t be viewed as a stepping stone toward constructing the dreaded 5B road project.
As the plot thickens, Reed is required to conduct a traffic impact analysis as part of his development submissions. The Town has emphasized that any format of road development arises solely from Beaufort County’s decision. Town staff encouraged navigating this trail since further development plans come under Bluffton’s jurisdiction – a factor they believe will allow for better oversight and comprehensive adherence to local regulations.
In a bid to streamline the process, Reed is keen on having the convenience of working within one jurisdiction instead of two. However, the annexation mandates the inclusion of roads from Bluffton Parkway to his property, a point the town staff has indicated through stipulated regulations. This will require Reed to fulfill specific conditions regarding the road construction.
Looking ahead, Reed must now present his development plans to the Bluffton Planning Commission, after which the Town Council will have multiple opportunities to review them. Notably, at each phase, the public will be given a chance to weigh in—a crucial opportunity for residents to express any further concerns or approvals before things move forward.
With the town’s future hanging in the balance, it’s clear that residents of Bluffton are standing at a crossroads.
